CVI began in late 2002 as a result of the Voluntary Sector Initiative and had five year funding from Heritage Canada. It was managed nationally by Volunteer Canada and the Imagine Canada and delivered across the country by provincial networks. Professional Administrators of Volunteer Resources - Ontario (PAVR-O) managed the CVI network in Ontario. The Ontario Network had a 15+ person voluntary steering committee and additional sub-committees. The network was responsible for delivering the national programs in Ontario and developed an action plan for volunteerism in Ontario.
